A war museum beside India Gate would seem to demand monumentality, and at first glance the proposal offers it — a vast monolith among the objects in the park. But the monolith withdraws in its own way: it lifts itself off the ground, and the entire landscape beneath is returned to the city as public space. The ground plane runs uninterrupted under the floating canopy, threading between existing trees, whose positions dictate the voids above. The facade hovers above the foliage line and is never perceived as a whole; vegetation fragments the building.

Internally, the mass disintegrates into a matrix of courtyards so that inside and outside remain in constant exchange — where does the built end and the site begin? Here is a national institution that claims a presence not by occupying the ground but by refusing to do so. The Non-Building is not smallness but generosity — a monument whose principal offering is the emptiness it holds open beneath itself, continuous with the city’s collective memory.
